The source is the perhaps surprising one of the UK’s Post Office Bank. Each year, it compiles a ‘City Costs Barometer’, and the 2018 results say that Krakow in Poland is best value for a cheap city break. Second best is Vilnius in Lithuania, and third is Riga in Latvia.

The survey is based on typical costs of 12 purchases of an average city break:

  • Airport transfers.
  • Two nights’ accommodation for two people in a three-star hotel.
  • A 48-hour travel card.
  • Dinner for two, with a bottle of wine.
  • Bottle of beer.
  • Glass of wine.
  • Cup of coffee.
  • Can of Coca Cola or Pepsi.
  • Sightseeing bus tour.
  • Visit to a top local heritage attraction.
  • Entry to a museum.
  • Entry to an art gallery.

Note that the survey doesn’t include flight prices. This is because these can vary widely depending on departure airport and destination, as well as many other factors. Instead, the survey focuses solely on typical costs when you get there.
